E900 fat client failed to login after full package is deployed

hi,  user reported after deployed a full package into one of their fat client, they can not log in and end up with these error :

if login to PD environment :

The specified role environment pair is invalid. Pls specify a valid role and environment

if login to another environment :

requested form could not be started due to missing specification (ASVRHDR) record for application : P9881

what could the rootcause of this ?
