Enabling object tagging in siebel with sample database

As soon as I go to Administration-Application > System Prefrences > Enable Object Tagging = "TRUE", I am not able to open the tools, i get this ERROR:: Development Tag is not associted to this user. Note the following points:

1. I have tried compiling the full srf (No luck)

2. I am using the versions which allow Object tagging.

3. I have added user "SADMIN" to a tag, better, I have created a new tag and added "SADMIN" to this tag also.

4. I went deep into tables, queried S_TAG, S_TAG_USER and found that tags are actually being assigned to SADMIN.

Now, Question is , can i Enable Object Tagging in Sample db, and how to get fix this error.
