CWB Budget - percentage needs to vary by country

I have a global plan and local plans per country. The budget percentage will vary per country. For example, the labor market in Germany may be different than in Russia and so the percentage may be 3% of eligible salary in Germany and 5% in Russia (I'm just making up numbers). In the documentation it says "You can set up variable rate profiles to vary the flat percentage or amount based on a variety of eligibility criteria such as location." Does anyone have an example of how to do this? Does it look at the manager or the employee when
