Getting menu choices to appears as tabs within an OAF type form.

When creating menus associated with pages that are OAF pages, is there something additional that needs to be done to get the menu choices to appear as tabs? The menu I am using is defined as a Home Page Menu Type, but some of the menu choices will appear as tabs in the OAF home page, but other choices don't appear as a tab.
