How can I get Bursting output PDF to split to every email recipient?

I've tried referencing this E1: XMLP: Example of Using Data Driven E-Mail with Embedded BI Publisher for EnterpriseOne (Doc ID 659178.1) document many times, but I can't seem to get the final piece of the puzzle to work.  For the most part the entire bursting process works except for the splitting of the PDF.  I can't find any reference or guide that explains how this is done (whether this is a manual setup or an automated one).  If I burst a UBE to the Data Driven Recipient field, multiple emails go out to the address numbers associated to the Data Driven Recipient field.  Then ALL recipients get the same lump PDF.  The PDF is not split or broken out by
