create a menu item from standard object library and grant special user to access this menu item

in EBS Customizations (MOSC) Question

need to create customized menu item, such as (AOLJTest -> Network Test). to point to Network Test Form ( (System Administrator -> Application -> Network Test) in EBS 12.2.4

then grant a user, networktester1, to access this menu (AOLJTest -> Network Test).
