ASCP not recommending planned orders for hard pegged components under Soft pegged assembly?

ASCP is not recommending planned orders for hard pegged components under Soft pegged assembly?

We are using un-constrained planning, with Pegging, Planning Reservation level as 'Project' and Hard Pegging level as 'Project and Task'.

Below is the structure of the BOM for SK-ASMB1

SK-ASMB1 (Hard Pegged)

SUBASMB1 (Hard Pegged)

On above example, SUBASMB1 is a component of SK-ASMB1. Both are Hard Pegged items. ASCP is recommending planned order for SUBASMB1

We have another BOM, Assembly item is SK-ASMB2.

SK-ASMB2 (Soft Pegged)

SUBASMB1 (Hard Pegged)

On above example, Parent item is soft pegged item. ASCP is not recommending planned order for SUBASMB1 (hard Pegged item). Does any one what might be the cause of this issue?
