Deploying a 12c Cloud Control Agent from a Windows Staging Server when the OMS is on Unix

Background:

The documents have been followed. The deployment moves the code to the server, explodes the zip, appears to create all files and directories as well as installs the 'service' agent.

Issue :

the windows agent will not start by the deployment or manually.  Error 1053 Service did not start in a timely fashion.

Agent_Port not 3872 but new port has been accounted for in .rsp. In rsp did not pass b_startagent=true or EM_INSTALL_TYPE='AGENT' originally
