Role Based Security Issue

We have a customized form added in the project-> financial tab.
The from when not added in menu exclusion of the responsibility is visible to all roles.

The form needs to be visible only to project manager role but is also available to team member roles.

Have added the function in the role menu of the project manager.
There is no menu attached to the team member role.

Have added the customized function in the responsibility exclusion menu, then is unavailable for all the roles ie project manager and team members.

Please let me as what should be done to have the customised form to be available only for project manager.
