R12.1.3 : Question about 1563513.1

hello,

Question about https://mosemp.us.oracle.com/epmos/faces/ui/km/DocumentDisplay.jspx?id=1563513.1note 1563513.1. Our production instance has the 2 select statements that are on this doc which are top consuming cpu, 
but we don't have these "AFTER APPLYING 16564651 & 16495843".
We are at 12.1.3. I looked at the afpcsq.o version and our version is lower than the one in this doc.

Do you suggest we do apply the patches (Patch 16923041 and Patch 17068273. Also patch 15981176).
