What constitutes a "Last Activity" Date?

We've been reviewing the PO Close process and there's some critieria around the last activity date. What I found suggests that the activity date is only concerned with the PO when there's a change order that's saved or the PO is canceled. This doesn't take into consideration any activity- like receipts, vouchers, payments, RTV's etc. as an activity?
