No values to be shown but all values to be passed in parameters

We are creating Data Models and Reports in BI Publisher. We have added certain parameters on the basis of which the report can be filtered for results. In the parameter properties we have selected the option of "All values passed" as well . When we run the report in BI Publisher and select the parameters, the report display the results based on those parameters.

When we select "No" option in any parameter, then the return value of that parameter we get in the report contains all the values possible for that parameter in the Database by default we want all values to be passed. In case of no values, we want to display No values in the report. Kindly suggest a solution where we can get no values in report but still data should come in the report for all values.
