E900_Always hit warning "Reserved by Finance & Control"

hi, my user recently hit this warning and fail to complete shipment on this sale type ST...Regardless single line or multiple line confirm shipment, it would fail too after selecting the location and defined the qty to ship..

FYI, the available qty and onhand qty are negative and positive value respectively...But this does not matter as other working SO also have this condition...

They also unlock the object using P00095 ...

When doing in PY, it does not have this issue regardless of the sale type ...They also restarted the enterprise server, the issue still remain.

any advice?

in the debug log, it does  show
