restict organization in formula Detail

Dears,

In formula Details form in OPM product development > formulas ,  users can query on any organization (F11, CTRL+F11) and watch the formula define on that organization , for example user select organization 205 from the list , but he can query on organization 305 which is not shown in list of change organization!!! it is an urgent issue . I`m going ro create a SR in 1 hours if can not find a solution here.
