Putaway Reservations decrementing via R46171 and P4617 - results in double decrement

We're setting up putaway reservations in JDE 9.1, and found the putaway reservation decrement logic is being invoked in both R46171 when the putaway suggestion is generate and in warehouse confirmation.  This results in the putaway reservation quantity being decremented twice for a single transaction.  Anyone else have this issue?  Thanks,
