How to print Regulatory Documents for Items (unique for every item) automatically using Document Set

We need to print some regulatory documents for inventory items, which will be different for every item. How can we attach document for these items and then print them automatically using Document Sets at the time of Ship Confirm.

Is there any standard way to attach these documents for inventory items and print them using any standard concurrent program at the time of ship confirm.
