REBUILDING Active Physical Data Guard, Oracle 10g, Solaris 10, ASM.

First of all, I have to use offline backup (that is, create a backup, scp it to another server, and restore it there).

I have several questions:

- i have managed to restore it as standby, but it seems if I shut it down, when I'm trying to start it up again, it asks for control file. why? and how do I solve this?

- i was not allowed to shut down the primary database, and I heard that I can change the db_file_name_convert and log_file_name_convert using dgmgrl, but I have tried and it won't change all of db_ and log_ values instead of just in-memory for dgmgrl (I want the changes to affect the db and spfile too). where did I do wrong?
