Create a Responsibility for each requisition type in Oracle Iprocuerement

Dears,

I want to create  a responsibility for purchase requisition , and another responsibility for internal requisition only in Oracle IProcurement .

If we can change the default behavior for the ADD TO CART button to create internal requisition instead of purchase requisition that will be better scenario .
