EBS Forms toolbar missing on one monitor

Hi,

We are on version 12.1.3 and most users have two monitors.  Occasionally a user will have an issue where the tools menu at the top of the Java forms will not expand when viewed from a secondary monitor.  The menu is visible, but when you click on it, no menu drops down.  If we move the form to the primary monitor, the drop down works.  Any ideas on how to fix this?
