Oracle APEX: ORA-29273: HTTP request failed ORA-24247: network access denied by access control list

we have downloaded Database Virtual Box Appliance / Virtual Machine to explore the feature of Oracle application express, and hit an error during the tutorial for RESTful web service.

it give us the

ORA-29273: HTTP request failed ORA-24247: network access denied by access control list (ACL)

when we try to create Web service references, and do the Test.

what can we do? we have no idea at all, and we are not familiar with APEX and also with the oracle VM environment.
