8.1.1.14 Installation Error

I installed base pack of siebel tools 8.1.1 and then installed the 8.1.1.14 patch, both went through successfully This installation done on Windows 8.1 64 bit. Oracle Client is 32 bit.

I am able to do a ODBC test to prod successfully. But when trying to open tools getting error " Error: versions of installed components do not match (wanted version: 8.1.1.9, actual version: 8.1.1.0 ENU )

Any help in this regards would be much appreciated
