Work Order resource as mandatory

hi,

There is a requirement from one of my client asking me to make resource at operation requirement in work order as mandatory. refer to attachment. i have made it mandatory by aplying personalization, but still work order is getting saved.

Business case is that user doesn't want to request for item unless resource is picked. how can i achieved?
