Cannot delete Custom Attributes

I am trying to delete Custom Attributes in ARM and cannot.  My client is running 11.1.2.2.353.

We have deleted all profiles, reconciliations, periods, formats and system attributes and are now trying to delete custom attributes but cannot.  We get a prompt that says: "One or more of the items selected for deletion are in use by other items and cannot be deleted at this time. Select an item to see the list of items which are using it:".  When we select that item, a being used by list appears but its blank.  Could you please advise on what could be locking up the custom attribute from being deleted?
