Siebel 8.1.1.10 OpenUI Chrome Unable to paste the content in the text box while creating a new templ

Steps to Reproduce:

1. Navigate to Admin-Comm>All templates screen.
2. Click on new button in Comm Package Response Form Applet.
3. Enter the required fields.
4. Paste some content in the text box through CTRL+V keyboard shortcut.
Expected Result: User should be able to paste.
Actual Result: Unable to paste the content.

Work around is to do rightclick & paste content through HTML editor , is this any bug.

this issue is not replicating in IE browser.
