Question on applying the EBS 12.1.3+ RPC1 patchset

We are in the process of upgrading from EBS 12.0.6 to EBS 12.1.3 and would like to know if Oracle strongly recommends that we apply the EBS 12.1.3+ RPC1 patchset on top of the EBS 12.1.3 implementation? Please respond so we can download and apply the patchset.
