Do we need to modify Last Updated Dates on customized seed data?

We are in the process of performing pre-upgrade tasks and are currently working on Preparing Siebel Customized Seed Data for Upgrade.  We have identified tables that have modified seed data.  We have then gone through each table to determine whether it was updated via the UI or EIM.  It is our understanding that if the seed data was modified through either of these means, that the repository merge preserves the modifications using the same logic for other rep objects.

We have identified some seed data as being created and last updated on 1980-01-01-05.00.00.000000 using the dataimp process.  Do we need to change this data to be LAST_UPD 1980-01-01-00.00.00.00?  It is our understanding that during a prior upgrade process this was imported by dataimp.
