Best practice around 'Hide Diagnostics menu entry' profile option ?

Hello,

What will be the best practice for the profile option 'Hide Diagnostics menu entry'.

By default it is set to 'NO' at site level

We have some important controls through personalisations which will not allow some users to do certain tasks.

Given the profile option 'Hide Diagnostics menu entry' is set to 'NO', all the users can access the Help > Diagnostics > Custom code > off or core code only

there is a chance that the users can swich off the custom code and by pass the controls.

Hence am I correct that to prevent this the profile option 'Hide Diagnostics menu entry' need to be set to YES at Site level.
