Which chartfields does Purchasing chartfield default hierarchy apply to?

Does the purchasing chartfield default hierarchy apply to all chartfields when entering a requisition?  The GL account field changed based on the defaults set at the different levels, but Department ID was only set from the requestor and not overridden by Item Purchasing attribute.  This is version 9.0.
