Menu not successfully migrated, need to run compile security to fix

Hi,

When I amend a menu, sometimes it does not perfectly migrated to the server. No error on the migration. But the menu is not accessible. Every time this happens, I need to run compile security menu to fix it (based on this Doc ID 454285.1).

I've made sure my user does not access the responsibility/menu until it completely migrated but the error keeps triggering. Does anyone know why this happen and how can I avoid this happening again in the future?
