"enter a value for column bill to id is not valid" error while trying to change ownership of install

Hi,

getting the below error while trying to change the ownership of the installed base item instance in Service Request --> Tools menu.

"Please enter a value for the column bill to id is not valid".

Please suggest!! This is highly critical.
