Oracle NodeManager Service on Windows Takes 20 Minutes to Start Up

I have EBS 12.2.4 on Windows 2008 R2 64-bit.  The Oracle NodeManager Service takes about 20 minutes to start up.  Is that normal?  Seems like a VERY long time to me.  Thanks.
