boot.properties not being encrypted

reset the password and userid in the boot.properties file for one of the managed servers, after rebooting weblogic and all the managed servers, the

boot.properties file was not encrypted ?

when changing the boot.properties file is it necessary to shutdown weblogic or just the managed server that the boot.properties file is associated with ?
