iSupplier email notifications to supplier shows mail_status = UNAVAIL in wf_notifications table

We are on 12.2.3 and one of our suppliers is having this issue .Email Notifications for isupplier of the type PO# 411910 Requires your acceptance do not reach the recipient and show mail_status = UINAVAIL in wf_notifications.The supplier can see the notifications in Oracle but not in his email.If we send the same email notification from our regular outlok it reaches the supplier but not when automatically generated from Oracle.We had a SR on this and as per that one of the messages that Oracle support sees is that the notification has exceeded the max size limit but if that
