How to create a custom setup qualifier in Territory management 11i?

Hello,
We are going to use Territory management module to assign collectors to customer accounts based on a value of a descriptive flexfield on the customer account.
So we need to create a custom qualifier in Territory management for this. We are currently on version 11i.
Would you know how this can be done?
