Load balancing in territory assignment

Hello,

We are using territory management to assign collectors to customer accounts. In using this we've noticed that it doesn't do load balancing correctly.

Example:

A territory has two resources assigned to it. This territory wins 4 customers. However the territory assignment program assigns three customers to one collector and only one is assinged to the other collector.

Would anybody know why?
