How to restrict Budget?

Dear All,

Our requirement is like we have got 1,00,000 $ Budget for Year 2014-2015. Now this budget is just approved not provided us, and after some time some of the amount will be given to us like 1000$ will be given from Jun 2014 and after 4 months we will get another amount like 1000$ , after some time again we got funds released like 1000$.And this will be continued till the completion of total budget of 1,00,000$.

Here we know that how much total budget we will be provided, but complete budget is not given to us for expenditures.

Now we need to upload the complete budget , but want to restrict it up to first amount provided. Like total budget we have 100000$ , but we can use only 1000$ Budget . Is it possible to restrict it like this??
