Is Two Stage RFQ only available in buyer Work Centre ?

Hello,

I could not find the Two Stage RFQ button in the core purchasing RFQ form. Is it limited to only Buyer Work Centre

For this Two Stage RFQ to work, do we need to configure Sourcing or it is not mandatory ?
