E1 9.1 Mexico Withholding with Manual Payments

Hi --

How do you set up the Manual Payment with Vocuher Match (P0413M) process to not call the Mexico Witholding screen (P76M413)?  I am trying to make a manual payment where these is no withholding and the screen P76M413 pops up.  If I hit cancel, the manual payment is not created and if I click Save, I receive errors that AAI is missing but I have no idea what AAI it is looking for (attached is a screen shot of the errors)
