Global Preferences should change for all the users

Hi,

I have changed the Global preferences in Oracle R12  : Notification Style from "Do not send me mail" to "HTML mail with attachments"

1. would the users start receiving email notifications after the value is set to HTML mail with attachments? or is there any need to update the local preferences as well?

2. As New user account gets created in Oracle EBS every day,should there be any update done to these users in order to receive the email notifications?


Please provide the details
