Resource instance employee assignement / PM forecasting

Our Maintainence Department wants to assign resource instance "employees" to specific PM's.  How can we accomplish this, so that the employee will default on the PM work order when the work order is generated from the forecast scheduling tool in eAM.  They do not want to assign the employee after work order creation as these employees will always be assigned to these specific PM's.
