HR Change Lockout for Payroll Processing

All,

I've been trying to identify options available to a client that would prevent updates to HR data impacting payroll during the payroll processing period. Is there some way to stop these changes from occurring during a specified period? Any help/ideas would be greatly appreciated, but preference goes to the most vanilla option.
