Action button is not available in Shipping Transaction Forms

Hi, all.

I'd like a help from your side. I create a internal requisition, allocate lot on it. Status of header is booked and status of line is awaiting shipping. In Shipping Transaction Forms status of this internal requisition is Ready to Release but button Action in footer is not available. When I was doing process for allocation lot shows me a message: APP-GML-297067: Production Reservation Rule needs to be set.

It's first time that I saw this message. I checked that OPM Inventory and Costing period are open for december-14 and january-15 so it's not a problem related to open period.
