Form Personalization to open shipment tab form po form

i want form personalization in such a way that....currently i am on po form user will enter headres details then go to lines when he will enters lines details i want to open shipment tab each time.....if he enter onw record ans save then before saving shipment tab will be opened.....if he will go for secound record then before entering secound record shipment tab should be opened......How to do this plz help....
