TRAN_DATA insert by PriceEventExecutionRMSBatch

Can someone tell me whether all price events for the effective date are inserted to TRAN_DATA in RMS by PriceEventExecutionRMSBatch? We see RMS tables (ITEM_LOC & PRICE_HIST) are updated successfully after the batch, however only a few item/locs are inserted into TRAN_DATA. Is there any filters/conditions to not to insert data into TRAN_DATA?
