Need My Report in a 8.5 x 11 and Landscape Format

I have a report where it has been requested to print in a format of 8.5 x 11 and in Landscape.

When building my report, I see in Step 2 (Create Layout) and under Layout Views - there is a PDF and Print setting.  I changed the Paper Size to US Letter (8.5 x 11) and selected Orientation as Landscape. I clicked OK.

However, when I go to print my report or export my report to Excel and print, the format is not in Landscape but showing in Portrait.

The change on my report does not seem to be working...am I doing something wrong?
