11.1.1.7.141014 and Memory Guard

Hello,

Based upon doc id 1599935.1 it sounds like Memory Guard should be included with 11.1.1.7.141014. I have followed the config outlined in this doc id but nothing additional is being written in the bipublisher.log. Is there additional configuration to be done? Here is what I have in my xmlp-server-config.xml:
