Auto patch fails with the below error--You must first apply the corresponding US patch for the NLS

Hi Team,

We tried to apply NLS for the below patches

16102454

17467287

17929745

18470410

19365210

19649688

19686669

18618946

18936791

19483270

We already applied the base patches in one of our UAT instance and when we try to apply NLS patches it is giving the below error

You must first apply the corresponding US patch

  for the NLS patch(es) listed above

Attached merged log. Please advise.
