RPAS: Insert Measure functionality

Hi,

Does the insert measure feature within a workbook, work only for Admin users or to any user. What I have observed is, for users with Admin access, insert measure pops up with all the measures, however, for non-admin users, the Insert Measure returns an empty list. An example screenshot is attached.

Another behaviour which I observed and not sure if it is related to 'Insert Measure' feature is in RDF, when we build the forecast approval workbook, the last selection in the wizard, i.e. the 'Extra Measures' to include in the workbook also is blank for non-admin users, whereas it appears for admin users.
