Can we apply the patch 8626084 directly to our environment to get from OracleAS 10.1.2.3.0 to 10.1.3

Can we apply the patch 8626084 directly to our environment to get from OracleAS 10.1.2.3.0 to 10.1.3.5.0?  The readme for 8626084 indicates that we must be at 10.1.3 before applying this patch.  I am having trouble finding documents that tell me how to get from 10.1.2 to 10.1.3.  Is 10.1.3.5.0 cumulative?
