Should Paid Credit Memos hit IBY tables?

If I create a credit memo for an already paid invoice - then quickpay this credit memo - payment transaction hits ap_checks_all, but not iby_payments_all table - is this expected functionality? or do I need to include Credit Memo in PPR?
